The strongest initial distribution permitted under these mechanics is pocket aces, representing the highest-ranking pair available to a participant prior to the exposure of community cards. To ensure fair play and transparency, the handling and disclosure of pocket cards must strictly adhere to the technical specifications defined by the governing gambling jurisdiction.
