Eugene Pleshakov is an AML-certified specialist with direct practitioner experience at both crypto companies and electronic money institutions prior to joining LegalBison. His career began in the legal department of North-Western State Medical University named after I.I. Mechnikov, where his responsibilities included bringing institutional property into compliance with applicable legislation and preventing corruption in leasing and competitive procurement procedures.

Before LegalBison, he worked as a legal and AML specialist inside crypto and EMI companies, gaining hands-on compliance and regulatory experience in the environments he now advises clients to enter. He has been personally active in the digital asset space since 2020 and holds both law qualifications and AML/compliance certification.

Eugene operates in English, Russian, and Estonian.

Eugene Pleshakov’s regulatory expertise centres on EU frameworks, particularly the Markets in Crypto-Assets Regulation (MiCA) and the VASP and CASP licensing regimes that govern crypto-asset service providers across European markets. His dual qualification as a lawyer and AML-certified specialist gives him direct capability across the full compliance lifecycle: from business model analysis and jurisdiction selection through AML/CTF program design and licensing application management.

In crypto and digital asset licensing, Eugene advises on VASP registration, MiCA authorization, crypto exchange structuring, and token issuance frameworks. In FinTech licensing, his prior experience at EMI companies informs his guidance on electronic money institution structures and payment institution frameworks. His international corporate structuring work covers company formation, jurisdiction selection, and entity setup across the EU, LATAM, offshore, and Asia-Pacific markets.

Specific jurisdictions he has worked across include Poland, Lithuania, Estonia, Canada, Costa Rica, BVI, Hong Kong, and Panama.

At LegalBison, Eugene Pleshakov serves as the primary point of contact for prospective clients during the intake and jurisdictional advisory phase. He leads licensing applications across the crypto and digital asset vertical, managing the process from business model analysis through documentation preparation and regulatory engagement.
