Dubai has recently launched its crypto regulator and subsequent framework: the Virtual Assets Regulatory Authority (VARA). This new institution has issued guidelines to operate a cryptocurrency in Dubai, as a general case (see: our article on Dubai VARA).
However, in certain free economic zones in Dubai, specific regulations are set in order to facilitate business. This is the case of the International Freezone Authority (IFZA), which issues its own business licenses. Among the hundreds of existing business licenses, six of them pertain to cryptocurrency.
Cryptocurrency business is legal in IFZA, provided that the company has received the necessary license or licenses to operate. The activities allowed in Dubai IFZA are very limited and the crypto project must acknowledge if they fit its business model.
Cryptocurrency Regulation in Dubai IFZA
The crypto business framework in UAE IFZA is jointly regulated by the Virtual Assets Regulatory Authority (VARA), the Dubai Department of Economy and Tourism (DET), and the IFZA administration.
It is based on the same legal grounds as the Dubai VARA license, that is to say, Rulebooks and Guidelines issued by this institution. These regulations are overruled in part by the Free Zone authority’s rules.
Despite being unregulated, the crypto license in Dubai IFZA requires a business to have appropriate AML-KYC policies and practices. It must perform accounting and submit annual audit reports.
The AML-CFT laws and the KYC regulations in force are the same as in all of Dubai, they are ruled by the VARA. The crypto project willing to get regulated should also register a company with the DET. It should be incorporated within the IFZA and the application for the license goes through this administration, which will validate it through the VARA.

AML-CFT rules applicable from the VARA Guidelines must be enforced, as well as having a KYC procedure for companies whose business model requires onboarding customers.

Nonetheless, a crypto licensed company in the IFZA must maintain AML/KYC policies at all times. Bookkeeping and annual audit reporting are mandatory. Though not supervised by the VARA, the rules laid out in its rulebooks also apply to IFZA crypto companies.
Maintaining the license requires paying an annual fee. It is possible to pay for 3 or 5 years ahead of licensing fees.
Sanctions for Violating Dubai IFZA Crypto-Business Obligations
Despite its separate framework, the Dubai IFZA rules have similar sanctions as the Dubai Virtual Assets Regulatory Authority (VARA).
Carrying out illegally a licensed activity, or breaching the rules established by the VARA, is sanctioned by fines the highest of:
- 50,000,000 AED (about 13,500,000 USD);
- 15% of the company’s annual gross revenue;
- 300% of the profits gained or loss avoided by the breach of the rules.
A 1% monthly penalty applies to unpaid fines.
Additionally, the VARA can sanction a company with an IFZA license, if it deems that this company is malevolent or acting in bad faith. The license can be revoked, fines can be issued and the responsible individuals can face imprisonment.
