The term shill, or stooge, refers to a personnel category within land-based gaming establishments where individuals are engaged by the operator to participate in table games while maintaining the appearance of independent patronage. These individuals are typically compensated by the casino and utilize house funds to populate gaming tables, such as baccarat, primarily to facilitate game continuity and address seat occupancy requirements. From a regulatory and operational integrity perspective, shills are restricted from redeeming gaming chips for personal gain and are deployed in specific environments where they do not compete directly against external players. Consequently, their presence is intended to enhance the gaming atmosphere rather than impact the mathematical probability of outcomes for independent participants, ensuring compliance with standards regarding fair play and transparency.
